fix: cached statements are now removed from rusqlite_migration

Quoting the [changelog][]:
> Make statement cache optional #1682, #1173 (breaking change)

We don’t actually need this to be globally cached, so it’s probably for
the better. Eventually, we will have a statement cached only for the
duration of `goto_up`/`goto_down`. For now, just run without cache.
