Implement insert_block support for macro block parameters

Add support for block parameters (*param syntax) allowing XML elements
to be passed as macro arguments and inserted via xacro:insert_block.

- Parse and track parameter order using Vec for positional assignment
- Implement recursive block insertion with property substitution
- Add error variants for block parameter validation
- Add type aliases to simplify complex return types
