docs: add sslnegotiation parameter for PostgreSQL 17 support

Document the sslnegotiation connection parameter in postgres and pgx/v5
driver README files. This parameter allows users to use direct SSL
negotiation mode, which is useful for PostgreSQL 17+ servers and proxies
that support direct SSL connections.
