feat(web): add audit log UI and web UI audit logging

add /audit page for viewing audit logs (admin only):
- filter panel with key, actor, action, result, actor_type, date range
- paginated table with color-coded badges
- history-style clock icon in header

add audit logging for web UI key operations:
- create, update, delete, restore actions logged
- tracks actor from session

add X-Auth-Token header support for API authentication
(in addition to Bearer token)
