fix: prefer pkl files with full history (251 rows) over incomplete files

Updated download_fresh_pkl_from_github() to:
1. Check data quality (average rows per stock) before accepting
2. Prefer files with 100+ rows per stock (full history) over files with 1-10 rows
3. Try multiple dates and pick the best quality file
4. Require minimum 100 rows per stock to ensure scans have enough historical data

This ensures X:12:9:2.5 scans have sufficient data (needs 12+ days history)
and the Date field shows the correct most recent trading date.
