feat(docs): Add Spark Mini, a Gas-Free Microblogging with IOTA Gas Station workshop (#9497)

# Description of change

This PR introduces a comprehensive, hands-on workshop that teaches
developers how to build **Spark Mini**, a fully functional, Twitter-like
microblogging platform where users can post messages **without incurring
gas fees**.
