build: Reorganize internal personas and skills (#343)

Reorganizes the project's internal assistant configuration by moving and
modularizing personas, skills, and knowledge into `.jp/config/`. This
change transitions from monolithic persona files to a more composable
system, allowing assistants to inherit shared instructions and tools.

The migration removes legacy persona definitions in `.config/jp/` and
`.jp/personas/`, consolidating them into a structured directory under
`.jp/config/`. This improves maintainability and provides a clearer
separation between assistant identity (personas), capabilities (skills),
and domain expertise (knowledge).
