remove `CircuitTarget` in favor of 2 variables (#438)

## Context
Fix: #434

## Scope
- remove `CircuitTarget`
- add `NodesetName`
- add `PopulationName`

In this way we can put `:` in the `NodesetName` without it to be
interpreted as a population

## Testing
- changed 2 nodesets in existing tests: `RingC` -> `Ring:C` and
`RingA_oneCell` -> `RingA:oneCell`. The previous version would fail

Run Details

45 of 46 new or added lines in 6 files covered. (97.83%)

1 existing line in 1 file now uncovered.
