Refactored env-specific code out of components and into stacks, refactored a bunch, and fixed www and http redirects (#117)

* Refactored label creation to a new component, improved type safety, updated comments, extracted some constants to improve code reuse

* Refactored most environment-specific code to be in stack-factory instead of components for cleaner separation of concerns

* Fixed www and http redirects that were not working

* Updated .env.dist to use local as the default environment to be in line with our pulumi environments

* Fixed CD to actually deploy any changes to the base infra for previews

* Fixed preview PR builds to create their own https redirects per route

* Fixed db to recreate (issues around RWO PVC claims), added another fix to get http -> https redirects working

* Added unit tests for http route listeners

* Fixed db so it doesn't get stuck on rolling update not being there anymore (has to do with server-side apply)

* Trying another fix for the SSA issue with the db

* Undoing db changes

* Fixed listeners parentRefs to get http routes properly routing

* Fixed formatting
