add ciphertext format validation for UI routes

server-side validation to reject non-base64url content on UI routes,
preventing accidental plaintext storage. validates:
- valid base64url characters (A-Za-z0-9-_)
- minimum 39 chars (29 bytes: 12 IV + 1 type + 16 tag)
