Fix the "Pause" API call to not log a pause event if the check is paused

Before the fix, a call to the "Pause" API call would creare a
useless "paused -> paused" status change event (flip). After the fix,
we do not create the flip object any more. The API call still
returns the same response (HTTP 200 and the the check's JSON
representation) as before.
