replace boltdb with sqlite, complete phase 1 infrastructure

- add sqlite storage engine with WAL mode and short 12-char base62 IDs
- unify MEMORY and SQLITE modes (both use sqlite, MEMORY uses :memory:)
- add context.Context support throughout storage and messager layers
- improve IP anonymization (HMAC-SHA256, 8-char output)
- fix NewInMemory isolation (unique URI per instance)
- update linter config with test-specific exclusions
- remove boltdb and in-memory store implementations
