fix: Fix regex issue for older Elixir + Erlang/OTP

Older versions of Erlang :re don't support arbitrary length lookbehind
assertions, resulting in:

```
** (Regex.CompileError) lookbehind assertion is not fixed length at
  position 19
```

There was also a warning that yaml_elixir requires Elixir 1.18 or
higher, so the minimum version of Elixir is 1.18.
