Re-initialize detail form's "active" fields after reload

* Add `FH.initActiveFields` to handle initializing date and multichoice fields
* Call it when form is first initialized, and after reload
* Remove uneccesary call to `datepicker()` in `mapFeatureDetail.js` -- the date pickers are initialized by the inline edit form

Also tweak `FH.renderMultiChoices`:
* Improve name of its argument
* Actually use the `$el` variable it defines
