feat: replace --cache-dir flag with --data-dir

Consolidate persistent storage under a single data directory. This
change allows the application to manage multiple subdirectories for
different types of data (like TLS certificates) from a single root
path.

- Replace the specific `--cache-dir` flag with a general `--data-dir`.
- Automatically create the required certificate cache directory.
