fix(build): resolve macOS PyO3 linking issues and update package configuration

- Add macOS-specific RUSTFLAGS for PyO3 dynamic linking
- Remove explicit pyo3 name attribute from all Rust library modules
- Update project version from 0.22.3-dev3 to 0.22.3-dev4
- Add pyo3/extension-module feature to maturin build configuration
- Fix version mismatch in uv.lock file
