fix(web): display secrets error in modal instead of replacing table

When attempting to create/edit keys with 'secrets' in path while
--secrets.key is not configured, errors are now shown in a proper
error modal instead of silently replacing the keys table.

- add error.html template with centered icon and message
- add renderFormError helper method to reduce duplication
- update tests to expect 200 status (required for HTMX swap)
- add e2e test for secrets not configured error
