refactor: address code review findings for secrets vault

- fix buildConflictError to decrypt secrets before returning in conflict info
- fix GetInfo lock ordering (acquire lock before secrets check)
- add ErrSecretsNotConfigured handling in web handlers
- add API filter validation for SecretsFilter enum
- exclude gosec G101 false positives in e2e/ at config level
- fix e2e tests to use correct selectors and wait patterns
- add tests for conflict decryption, GetInfo and Delete without encryptor
- update README.md with filter toggle documentation
- update CLAUDE.md with secrets-filter route and size behavior
