Add Background and Divider classifiers to constraint solver

- Add declare_constraints() to BackgroundClassifier with at_most_one_of
- Add declare_constraints() to DividerClassifier (block exclusivity automatic)
- Add 'background' and 'divider' to DEFAULT_SOLVER_LABELS
- Update PageClassifier to use build_all_for_label() pattern for solver-aware building
- Fix bug in PartsListClassifier: skip candidates with no parts or too-large area
  (failure_reason was computed but never used to skip adding candidates)
