tests: integrated impala-tests into test suite (#87)

Move the functional tests in connection_test.go into its own module in
the functest/ directory. This removes the functional test dependencies
from the main go.mod file. The smaller go.mod file makes it easier for
library consumers to maintain a consistent indirect dependency list.
Some test dependencies are still in the main go.mod since the unit tests
and the simple integration tests remain in the main module. However,
those bring few if any indirect entries.

The PR also integrates the decimal test from sclgo/impala-tests since
there is no reason to keep the repo separate. sclgo/impala-tests will be
archived or removed soon.

The PR also integrates a couple of Makefile and CI improvements from
slcgo/template: ts and golangci-lint are downloaded as binaries instead
of provisioned the old way, speeding up the build.
