CNV-71826: Reconcile the labels of the bearer token secrets (#3923) (#3925)

* Reconcile the labels of the bearer token secrets

The current implementation only checks the token value in the secret,
but does not check the labels.

This PR fixes the issue and reconciles the labels to the required
values.



* Fix the watch logic in the brearer token controller

The current watch logic contains the service monitor twice, but lack the
Secret. This commit fixes these issues.
