[#78] BE: refactor: simplify candidate storage logic in onboarding service

Root Cause: In _handle_ambiguous_match() (line 1232-1236), when handling ambiguous administration matches, the code was incorrectly pre-extracting IDs before passing to _store_candidates().
Fix Applied: Removed the redundant ID extraction and pass the MatchCandidate objects directly
