Fixed issue when casting from datetime/smalldatetime to string data types (#4317)

Currently, when casted from datetime/smalldatetime to string data types the result returned is in incorrect format. This was due to earlier we were using PostgreSQL EncodeDateTime function to encode datetime/smalldatetime to string. This PR fixes this issue by introducing a variant of EncodeDateTime function i.e. TsqlEncodeDateTime function, which encodes datetime/smalldatetime to string in correct format.
