Update the web UI to use user's preferred tz instead of browser's tz

Specifically:

* In the check's details page, timezone selector above the event log
  offer [UTC / user's preferred tz / check tz] choices instead of
  [UTC / check tz / Browser's timezone]. The list is deduplicated,
  it will not display the same timezone twice.
* Same in the event log page
* In the "Ping details" dialog, "Time received" field, show the time
  formatted as: UTC, user's preferred tz, check tz
* In the check's list, when hovering over the last ping column,
  format the date using user's preferred tz instead of browser's tz
