docs: streamline README files by removing duplicate content

This commit modifies the README.TC.md and README.md files by removing
duplicate sections. The English and Chinese sections that were present
in both files have been consolidated into appropriate language-specific
sections. This change aims to enhance readability and maintainability
by reducing redundancy. The streamlined READMEs provide clear guidance
to users in their preferred language without unnecessary repetition.
