feat(jp_llm): update Google defaults to `Gemini 3` and add `xlow` reasoning (#325)

Updates the default model aliases to use `gemini-3-pro-preview` and
`gemini-3-flash-preview`, and renames the `gemini-lite` alias to
`gemini-flash-lite`.

Introduces `ReasoningEffort::Xlow` to support extremely low reasoning
effort (allocating ~10% of tokens), enabling support for the specific
reasoning capabilities of Gemini 3 Flash.
