Added ephemeral environment for PR builds (#99)

* Started creating spec for ephemeral environment work

* Added CLAUDE.md to explain the architecture and runtime of the app, refined the spec a bit more

* Improved spec + plan + CLAUDE.md, added tasks

* Updated spec to go all-in on using Pulumi for managing all infra and getting away from k8s manifests + Helm + Kustomization so that builds and deployments are fully repeatable between environments

* Refactored to use pulumi to provision k8s infra

* Got local development working!

* Added ephemeral deployments

* Simplified some CI/CD, ready to try provisioning ephemeral environments

* Fixed name of secret because GITHUB_ is a reserved prefix

* Fixed npm build (removed linting for now, we'll get back to that), fixed Dockerfile to not require IMAGE_SHA anymore

* Fixed type checks of node_modules
