Update repo tooling, part 1 (#80)

Migrating devDependencies and the workspace setup to a newer version of package-template. This branch targeted a snapshot from earlier this year.

* Update Node and pnpm for local dev
* Update devDependencies
* Migrate tsconfigs from package-template
* Migrate eslint setup from package-template
* Placeholder in updating eslint config and tsconfig
* Resume migration, get things to a stable state. Needs cleanup but all checks now pass locally
* Fix list of supported Node versions, bump a few devDependencies
* Add changelog entry
