cassandra: add support for TimeWindowCompactionStrategy and tweak DTCS (#100)

- TWCS is a new compaction strategy that replaces DTCS in >3.8
- Change _EXPECTED_POINTS_PER_READ to 2000 to make sure that reading
  a day of date reads only one sstable.
- Add _MIN_PARTITION_SIZE_MS set to 6 hours to make sure that we don't
  have too many queries to do when reading points.
- Add _MAX_PARTITION_SIZE to limit the size of partitions.
