Revert parts of bootstrap removed in 3fdf3d0 that were good

Some of the updates were fine, but some of them backtracked things that
were actually meaningful.

* Testing for conditions before running git commands keeps people from
  tripping up if they came from a tarball and Travis from tripping up on
  its own cache.

* Using /usr/bin/env helps avoid environment variable issue on some
  platforms (e.g.g some "hardened" Linux distros & Android).

* In place editing because it's cleaner and makes the exit code more
  reliable. (In spite of internet rumor in place editing -i does work on
  BSD sed, you just have to be sure and pass it an extension or
  zero length value.)
