fix: preserve commit timezone in COMMIT_DATE constants

- Add timezone-aware parsing for commit dates using ISO 8601 format
- Implement DateTime::from_iso8601_string() for timezone preservation
- Update both git command and git2 implementations to handle timezones
- Add comprehensive unit tests for timezone functionality
- Update documentation to clarify timezone preservation behavior
- Maintain backward compatibility with UTC fallback
