#141: Add LockingOrchestrator service for centralized lock management

Decorator pattern wrapping ILockingService with retry logic, hooks, and error handling.

Added:
- ILockingHooks interface (9 optional methods for observability)
- LockingOrchestrator service (retry, two-phase locking, hook invocation)
- Integration in MigrationWorkflowOrchestrator

Benefits:
- Consistent lock orchestration across all adapters
- Centralized observability (metrics, alerts, audit logs)
- Adapters focus on database operations only
