#140: Add initialization methods to ILockingService interface

Added required lifecycle methods for explicit lock storage setup and validation.

New methods:
- initLockStorage(): Creates lock storage (tables, indexes, paths)
- ensureLockStorageAccessible(): Verifies storage accessibility

Benefits:
- Fail-fast: Setup errors occur at initialization, not first lock acquisition
- Pre-flight validation: Detect configuration/permission issues early
- Improved testability: Setup tested separately from lock operations

Breaking change: Existing ILockingService implementations must add these methods
