### What kind of change does this PR introduce?

* Changes the `winddir` `units` attribute from `deg` to `degree` in
ouranos_orrc_cf_attrs.json
* Modifications in get_daily_snapshot() allow skipping the variable with
no `_use_snapshot` key and returning the dataset unchanged if it has no
variables that require snapshot processing.
