Duplicate the Pacbio Sequencing Run endpoint (#4790) (minor)

## Description

This PR duplicates the logic of the `/api/v1/pacbio_sequencing_run/<run_name>` endpoint and hooks it up to the new endpoint `/api/v1/pacbio_smrt_cell_metrics/<run_name>`. They are intended to exist in parallell until LIMS uses the new endpoint, whereupon we can remove the old one.

### Added

- New endpoint /api/v1/pacbio_smrt_cell_metrics/<run_name> which gets the same data as /api/v1/pacbio_sequencing_run/<run_name>.
