Add Detective struct with Detect() method wrapping Config

- Add OopsIssue type alias in alias.go
- Add WithWaitTime() and WithContentType() chain methods
- Return nil on success, remove KindSuccess/IsSuccess()/NewSuccess()
- Adjust NewOops params to (kind, statusCode, cause, retryable)
- Ensure Oops.Cause is always set
- Update README documentation
- Add detective_test.go and utils_test.go
- Change tests to package restyoops_test
