bring up to date with changes in Geo::IP2Location

remove dependency on bigint as this is not required for processing
IPv4 files (which we only support in this module)

use index in BIN file processing for significant speedup if the BIN
file supports this

above changes bring this inline with Geo::IP2Location in terms of
features and performance (even a little bit faster):
