Commit Message

[CI] Update the composer check to only check direct dependencies (#153)

# Description

Composer check was checking all dependencies. We should really only care
about direct ones. So updating all checks to be direct checks, updating
the release workflow. Adding script commands to composer.json for ease
of use.

Removing the root CI directory. We no longer need the composer.lock file
to check direct dependencies. Using the built in composer outdate
command.
