Expose IQP circuit generator via C bindings (#15396)

* Add IQP circuit C API and C test

* Used the exisiting IQP function from the circuit library crate in IQP C-API

* Format test_iqp.c with clang-format

* Format Rust sources with cargo fmt

* Address review comments for IQP circuit and tests

* Add optional IQP input checks and fix C test header

* Share IQP symmetry check with circuit_library and add optional validation flag

* Add Doxygen-style docs for IQP C API

* Add release note for IQP C API bindings

* Minor docs/reno updates
