Update CI, documentation, and linter configuration

- Bump Go version from 1.22 to 1.24
- Update GitHub Actions: reorder checkout before setup-go for proper caching
- Add permissions block for GITHUB_TOKEN
- Update golangci-lint from v1.58 to v1.64 with v2 config format
- Fix tagged image condition to use startsWith instead of ref_type
