Lower min_ratio in PartsImageClassifier to detect tiny parts

Reduces min_ratio from 0.02 (2%) to 0.01 (1%) in SizeRatioRule to
capture very small part images like single studs (~1.6% of page size).

This fixes page 180 and 181 catalog pages where small single-stud
parts (e.g., 614101) were not being matched because their images
were below the previous minimum size threshold.

Result: Page 180 now has 0 unassigned blocks (was 14).
Page 181 also now has 0 unassigned blocks.
