Fix parsing service error reporter: replace non-existent capture_exception() with report() (#331)

- Replace capture_exception() calls with report() method that exists in ErrorReporter interface
- Pass archive_id and error context to report() for better error tracking
- Fixes AttributeError: 'ConsoleErrorReporter' object has no attribute 'capture_exception'
- All 29 parsing unit tests pass
- Resolves #330
