Fix: Remove double Devel::Cover instrumentation in tests

The script_prefix() function was adding -MDevel::Cover when HARNESS_PERL_SWITCHES
contained it, but 'cover -test' already instruments the tests globally. This caused
double instrumentation which prevented coverage reports from being generated correctly.

Now script_prefix() only passes through HARNESS_PERL_SWITCHES without adding
-MDevel::Cover, as the coverage instrumentation is already handled at the test
runner level by 'cover -test'.
