Added dev-tool used to make release notes. (#3661)

* Added dev-tool used to make release notes, with updates to pydantic instead of pkl files for storage.

* Added Kens suggestion of determining the time of the last release automatically.

* Save cache files to the path of the make_release_notes script.
Added ability to list cache files.

* old windows tests failing due to version mismatches

* install openmdao with no-deps
