pbio/angle: Skip intermediate conversion to avoid rounding.

Clearer is not always better. Go straight to the solution so we can avoid rounding.

Rounding in the rotation step above is fine, since no matter what we find there, we use it to get the remainder exactly.

Also add a test to catch this in the future.
