* Change schema not found log from WARNING to DEBUG

The FileSchemaProvider.get_schema() method now logs at DEBUG level
instead of WARNING when a schema file is not found. This is appropriate
because not finding a schema is expected behavior when a provider is
asked for a schema it doesn't have (e.g., document schema provider
being asked for event-envelope schema). The calling code handles None
returns gracefully, and actual validation failures will still be
reported at appropriate log levels.
