* Fix chunking service: replace histogram() with observe() method

Replace metrics_collector.histogram() calls with observe() method to fix AttributeError.
The PrometheusPushGatewayMetricsCollector only implements increment(), observe(), and gauge()
methods. Added test to verify metrics are recorded correctly with observe().

* Fix test assertion: simplify histogram check using method_calls

Replaced complex hasattr/called check with simpler method_calls inspection.
The previous assertion was flawed because accessing mock_metrics.histogram
would create the attribute. Now checking method_calls list directly.
