Polygon [Part 1]: Parser changes and TDS sender support (#4250)

This PR implements POLYGON geometry type support in Babelfish, expanding beyond the current POINT and LINESTRING implementation.

Key Changes:

    Parser Modifications
        Added POLYGON syntax support
        Implemented handling of varying point dimensions within POLYGON
        Added normalization of points to highest dimension using NaN values

    TDS Layer Enhancements
        TDS Sender:
        used cast functions through plugin pointer

    STAsBinary modification for empty linestring

    Character to geometry/geography CASTs
    Geometry/Geography to character CASTs
