README.rst, README_PARSED_FILE, gofmt/go build fix

Migrating README.md to README.rst. Other projects will still use Sphinx
and I need changelog.rst to work (imports README.rst to Sphinx).

Grabbing description/usage and version from README.rst using
README_PARSED_FILE file generator.

Fixing go build command. Wasn't building all go files in another branch.

Fixing gofmt. Was exiting 0 even though files needed to be formatted.
Using grep '.' for that.
