Improve OVMF/AAVMF VARS file initialization and QEMU setup

The script packer-init-vars-file.sh is improved to:

Iterate over potential source paths for OVMF_VARS.fd and AAVMF_VARS.fd
to increase compatibility across different distributions and package
names, stopping as soon as a file is found.

Correct logic for AAVMF path checking and copying.

The script packer-setup.sh is updated to:

Enhance check_qemu_system_aarch64 by adding a check for the 'user'
network backend support (which requires libslirp) as it's necessary for
full-system ARM emulation with the 'virt' machine type.

Add libslirp-devel (or equivalent) to the list of required build
dependencies for QEMU on different distributions.

Enable slirp support during QEMU compilation by adding the
--enable-slirp flag to the ./configure command.
